Appointment-window rule: Attendance figures are bounded by each Member's appointment period within the committee. A Member appointed part-way through the term will show only meetings held after their appointment date, not the full-term total.

Role notes: Full Members and Chairs/Vice-Chairs show attended of held meetings, with a percentage where the denominator is valid. Substitutes attend when a full Member is absent (Rule 216), so no comparable denominator exists; only their attendance counts are shown. Guests show attended counts only
